The Nigerian state is failing in many ways - to provide physical security to its citizens (see the soaring crime rates, the riots in the north and in Jos, the rebellion in the Delta); to provide economic security (see the banking crisis, plus longstanding and very widespread poverty); to provide services to its citizens (education, for example, or health care, or decent roads, or, most glaringly, electricity); and in many other ways too, including those mentioned in my post. All these are areas Sierra Leone&#039;s pre-war state failed in too, with terrible consequences.</description>
