"Hamstrung by a rigid interpretation of what constitutes ‘equity’ for developing countries, none of them are willing to touch the question of quantified emission targets for poor nations."

It's hard to believe that ALL the NGOs are "hamstrung by a rigid interpretation of what consititutes equity for developing countries", but it's not particularly surprising. This nation seems to be beleaguered by such demoralising, institutionalised thinking, where few appear to resist the damaging effect of groupthink and stick their necks out. Style is all in this country(?). That is what you are paid for(?). Nevermind trying to achieve the goals of the role you chose to do(?). Probably 'keep your head down' is the true motto or 'collude to keep your jobs'.
