		<description>don&#039;t understand why developing countries can&#039;t participate in emissions trade markets.  Presumably because they have not signed up to do so, because they didn&#039;t sign up at Kyoto.  i think that you&#039;re suggesting that there be a global cap and trade system and an &#039;equitable allocation algorythm&#039;.  Therefore, perhaps the obstacles are a lack of institutions to do the cap and trade, plus to allocate emissions permits &#039;equitably&#039;.  Sorry, but what does Kyoto do then?  Also, what is Kyoto (i didn&#039;t sleep very well last night because the neighbours were playing music all night)?  

i&#039;ve thought of another problem, which, admittedly, you do mention, and that is, enforcement.  The thing is, emissions are invisible, so how do you ensure that companies/organisations comply?  What about vehicle-users too, or perhaps you&#039;d cap and trade the producer of the petrol?  About industries again, maybe meters could be installed in factories etc, to measure energy uptake; or would the meters have to measure the actual emissions?</description>
