		<description>Interior Minister Rehman Malik categorically stated in a talk show that the government has not plans for surveillance of SMS or Emails. The Cyber Crimes Act will only invoke when a citizen will invoke complaint against some SMS/Email that he/she has received and considers to be provocative in nature. This apparently is the Minister&#039;s off-the-cuff interpretation of government&#039;s move as no clear guidelines are yet defined.

As Salman Ansari, leading expat IT expert residing in USA these days, said in the same program, Cyber Crime Act is not actually an &quot;Act&quot; but it is rather an ordinance which was issued by President Musharraf and kept renewed after every 3 months (when it expires). In order to become an &quot;Act&quot;, it has to be debated and approved by the Parliament.
