Remember that Sarkozy, above and beyond his love of crises, has a particular <a href="http://www.telegraph.co.uk/news/worldnews/1564050/Heroic-role-for-young-Sarkozy-in-TV-drama.html" rel="nofollow">personal history</a> with hostage situations. He can't respond dramatically to the current French fad of disgruntled workers kidnapping their bosses -- even he wouldn't be stupid enough to bring violence into industrial disputes -- so why not take it out on Somali pirates? This, like 'most everything else Sarkozy does, is more about him than about Somalia, or even about French interests. Well, yes.
