		<description>Interesting thoughts Alex, but while implications three and four will undoubtedly be bad news for developing countries (at least for those that rely heavily on commodity exports), implications one and two may turn out to be good news. As even aid enthusiasts like Matthew Lockwood, formerly of Oxfam, admit, aid hasn&#039;t made much difference in terms of improving quality of life in Africa so far, while several southern NGOs have already been crowing to me about what they see as the final collapse of the Washington consensus ideas foisted on developing countries by donors for the last few decades. Perhaps a bit of relief from relief will allow poor countries to begin charting their own courses forward and taking responsibility for their own futures.</description>
