		<description>You say &quot;...the US has stolen a march on Europe by deciding to send aid with the US military...” I am not sure how that is the case: the EU’s humanitarian body, ECHO provided € 1 million last Sunday for medical assistance, water &amp; sanitation, food, blankets, clothes, and shelter for victims of the conflict in Georgia and those who fled to Russia. EU humanitarian aid is being delivered by non-governmental relief organisations or agencies like the WFP(http://www.wfp.org/english/?ModuleID=137&amp;Key=2902), UNHCR (http://www.unhcr.org/news/NEWS/48a01e0c4.html ), Red Cross / Red Crescent (http://www.icrc.org/web/eng/siteeng0.nsf/htmlall/georgia-interview-120808 ). ECHO had staff already in place, since they have been managing more than €100 million of humanitarian aid provided in the last 15 years.
