EU humanitarian aid is being delivered by non-governmental relief organisations or agencies like the WFP(http://www.wfp.org/english/?ModuleID=137&Key=2902), UNHCR (http://www.unhcr.org/news/NEWS/48a01e0c4.html ), Red Cross / Red Crescent (http://www.icrc.org/web/eng/siteeng0.nsf/htmlall/georgia-interview-120808 ). ECHO had staff already in place, since they have been managing more than €100 million of humanitarian aid provided in the last 15 years.
